wherever they were, to develop their power, and planned to carry out their ruinous and terrorist policies. They realized the possible success of the Kuomintang in its

reliance on the "Kin Kwok Tai Kong" (Constitutions of Re- construction) and Kin Kwok Fong Leuk (Policies of Re-

construction). Therefore they made the old officials,

politicians, unemployed rascals and light-headed youths,

their tools, and let them abuse the power of execution and

seizure, making our policies impracticable. They know that

out Kuomintang takes keen interest in the peasants and

workmen and has definite systems to develop social economios:

Therefore they again availed themselves of the tools

mentioned above to oppress the true peasants and workmen.

They have on the one hand prevented the members of our

Kuomintang from taking part in all peasant and workman

movements, and on the other hand have injured our Kuomintang

by creating rumours that we have oppressed the peasants and

workmen. This seriously checked the development of the

privileges of peasants and workmen, and made their hardships

even worse. They have again by destructive measures brought

the social economics of China to a state of bankruptcy.

On the question of education they take our promotion of general knowledge as a great obstacle to their making

use of our masses as their tools. Therefore in the

Kuomintang Department in Hupeh there is a watchword, "Scho-

lars are not Revolutionists and non-Revolutionists are

Reactionaries." Education in Hunan and Hupeh, which are

under the control of the Communists, has been reduced to a

state of bankruptcy.

Coming to the question of diplomatic intercourse, in

order to cause a break-down in our Kuomintang, they must

first adopt a single-country policy, and form a strong and
